慕尤丁:因当年华校拒绝改制 不增建独中是“共识”

(吉隆坡14日讯)副首相兼教育部长丹斯里慕尤丁今日承认,不增建独中是一项“共识”,更宣称皆因当年华校拒绝接受改制,又获准继续办学后,所造成的结果。他说,董总和华社领袖必须了解当时的历史背景,才明白事件的演变。
他表示,在中学改制期间,华文学校有两项选择,即接受改制成为国民型中学,并遵从教育政策,所以这些学校将报考大马教育文凭和初中评估考试,由教育部决定必修科目,并获得政府的资助。“一些不接受改制的学校,在当时的情况是无法持续经营,但这些学校创立已久,所以才决定让它们保持原状,但共识是其数量不能再增加。这就是它的历史。”他今日出席新街场一项亲民活动后,在记者会上说,独中是在这样的共识下继续保存下来,这是当时的情况,至今仍有效。出席者包括联邦直辖区与和谐城市部长拿督拉惹隆仄。慕尤丁补充,政府的保证是这些学校不会被关闭,因为当教育法令提呈国会时,原本有条文赋予部长权力关闭学校,但经过讨论后已撤回了有关条文。他指出,学校的地位受保证不会被关闭,这也是一种折衷方案,华人社会更有保障。
改制才可扩建
副首相丹斯里慕尤丁强调,独中可以维持原状继续办学,不过若要前进,可以成为改制中学,如槟城日新独中改制成国民型中学后获得扩建。他说:“对我而言,我们没有必要诸多论战。”提及是否需要重新审视历史“协议”的要求,他说,无须再重新审视,因为它已经过去,如今重要的是如何发展得更好。他也认为,继续争议这项课题的目的,只是为了炮轰马华,指马华不负责任、没有捍卫华文的权益。
上月20日,163个华团在彭亨关丹举行“复办关丹独中和平大集会”,慕尤丁相隔两天对申请复办关丹独中回应说,由于受限于教育法令、政策、过去的决定和历史协议,被绑手绑脚,因此无法批准关丹独中复办。随后,董总署理主席邹寿汉出示教育部秘书长于2010年9月发出的信函,内容提及“在提呈1995年教育草案时,国阵成员党和相关非政府组织,已经达致共同的协定和同意,决定维持现状”,因此质疑有“契约”存在,典当华教。魏家祥前日转述马华总会长拿督斯里蔡细历的话说,时任教长的首相拿督斯里纳吉否认“契约”存在。

SUNGAI BESI: The government will not re-evaluate the agreement made in 1995 with MCA on Chinese education, Deputy Prime Minister Tan Sri Muhyiddin Yassin said yesterday.
“There is no necessity to ‘relook’ at the agreement now – it was in the past.
“Let’s not continue this polemic or politicise this issue, just because the application for a school in Kuantan was rejected,” he told a press conference after a meet the people session here.
Muhyiddin, who is education minister, said there are four categories of schools in the country, namely fully-funded government schools, private schools, international schools and conforming schools.
He called upon the United Chinese School Committees Association (Dong Zong) to look at the chronology of events before the agreement was made.
When the transition to use Malaymedium in schools came into place, there were two options, he said.
“One is conforming schools, where the Chinese schools agree to follow the national education policy and have public examinations like PMR and SPM and the same core subjects.
“But there were also other (Chinese) independent schools that did not want to conform to the policy and continued in Chinese,”Muhyiddin said.
He said the independent schools were allowed to continue, provided that it does not increase in number.
“If they (the Chinese independent schools) want to move forward, they should become conforming schools like Jit Sin (Independent High) School in Penang; I have approved its licence to expand because it follows our policy,” he said.
He said the existence of vernacular schools portrays the government’s concern for Chinese education.
“The Education Act amendment has also removed the power of the minister to close down schools – a compromise the government has made,” he said.
The issue arose when Dong Zong criticised MCA and the Education Ministry for refusing the setting up of new independent school in Kuantan recently.
On Tuesday, Dong Zong deputy president Chow Siew Hong publicised a letter written when the Education Act was amended in 1995, by an education director as “proof” of a “Chinese education deal” between MCA and the government.
The letter, purportedly showed that Barisan Nasional component parties and the relevant NGOs agreed to retain the status quo of the Unified Examination Certificate (UEC).

DONG ZONG (United Chinese School Committees Association) says the government should approve the application to build an independent Chinese school in Kuantan if there is no “deal” or “contract” that limits the number of such schools in the country.

Similarly, the government should also give full recognition to the Unified Examination Certificate (UEC), it said, to clear the air over the controversy surrounding the “deal” – the cause of much enmity between Dong Zong and MCA lately.

A week ago, Dong Zong deputy president Chow Siew Hong told the Chinese media he possessed evidence that MCA had struck a deal with the federal government in 1996, agreeing to maintain the status quo on independent Chinese schools as a trade off for the removal of Section 21(2) of the 1961 Education Act when amendments were made to the Act that year. (Section 21(2) of the 1961 Act stipulated that the minister of education “may at any suitable time convert all national-type primary schools to national primary schools”.)

The disclosure came about two weeks after Deputy Prime Minister Tan Sri Muhyiddin Yassin, in commenting on a gathering of 5,000 people in Kuantan on May 20 to push for a Chinese school there, said that while he understood the concerns of the Chinese community to set up an independent Chinese school in Kuantan, there were limitations in the education policy and his “hands are tied”.

“My hands are tied, unless there is a change in the policy or the Education Act,” Muhyiddin, who is education minister, was quoted as saying then.

MCA leaders, particularly Youth chief Datuk Dr Wee Ka Siong, who is deputy education minister, and party chief Datuk Seri Dr Chua Soi Lek vehemently denied such a “deal” or “contract” existed, and chastised Chow over the “evidence” claim.

Speaking at the Dong Zong annual general meeting in Kajang on Sunday, president Dr Yap Sin Tian said the request to set up an independent Chinese school in Kuantan is reasonable and legal.

There is no reason why the government should not approve a school to meet the needs of the local Chinese community.
According to a report in Sin Chew Daily yesterday, Yap said if the authorities concerned continue to beat about the bush, Dong Zong will resort to other courses of action.

“The indications are that the Education Ministry is using the ‘deal’ or ‘contract’ as the excuse for not recognising the UEC (fully); rejecting requests by the Chinese community to open up an independent Chinese school in Kuantan; and limiting the number of independent Chinese schools to the current 60,” he said.

Yap said his deputy Chow will hold a press conference today to show proof what the latter claimed was evidence on the existence of the “deal” struck between MCA and the federal government, and Muhyiddin will be asked to clear the air.

独中可成改制中学
慕尤丁也说,政府不会关闭,独中要维持原状,它可以继续办学,但若它要前进发展,可成为改制中学,如檳城日新独中改制成国民型中学后获得扩建。「对我而言,我们没有必要诸多论战。」

增办独中起源于国內163个华团要求在关丹申办独中,在5月20日举办「5·20申办关丹独中和平大集会」。但慕尤丁在2天后于新山则搬出理由,宣称碍于教育法令和政策,以及历史契约维持现有的独中数量。
他当时更称,即使他身为教育部长也恕难从命。不过当时部长没有提及「共识」。由于慕尤丁言辞不明,特別是何等「契勺」,各造纷驳斥之余,更引发歷史契约是否存在的谜团。
这包括董总署理主席邹寿汉举证教育部前教育政策策划与研究组主任扎西里于2010年的一封公函,佐证历史契约確有存在,並要求教育部解释。
马华与民政党多位元老领袖却宣称契约是子虚乌有,马华还喊冤,称一定要查明此事,否则「枉吃死猫」。
之后,教育部长拿督魏家祥转达首相拿督斯里纳吉的谈话称,根本没有契约。

他强调,独中不增加数量的共识,將不会重新检討,因为这些历史已过去,而董总也是因为关丹独中不获批准,才政治化这些课题。
他指出,回顾历史,当时我国华中在方向不確定下,一些华文中学就改制去国民型中学,而独中是因为当年部分华文中学不愿改制而衍生的。
