董总发动“926华教救亡抗议行动”(告社会人士书)

 我国华教长期以来面对悬而未决的问题一箩箩,近年来更变本加厉地涌现诸多新问题。鉴于事态严重,董总于今年325日主办“325华教救亡抗议大会”,要求政府俯顺民意尽速解决。超过万名群众云集加影董教总教育中心,出席“325大集会”,并通过4项决议,要求政府尽速解决师资严重短缺的问题,同时检讨教育法令,实施多元化教育政策。

关丹、昔加末华社申办华文独中痴等20多年,因此在今年的“520”和“729”举办申办华文独中和平请愿大集会,共超过12千人参加,这突显了华社期待政府批准增建华文独中。在华小董事注册问题方面,长期以来面对诸多的阻难,同时出现严重侵食华小董事会主权,甚至发生董事会遭篡夺的非法行径等问题。

志期201288日《七华团在教育课题上的立场与要求》已提呈予首相,提出15项课题与49项要求,要求政府解决华教当前所面对的问题,公平合理对待华教的建设与发展。

有鉴于此,董总发动“926华教救亡抗议行动”,主要是呈函促请首相拿督斯里纳吉,正视和解决华教当前所面对的问题。

拿督魏家祥博士出任教育部副部长以来,董总一直与他互动交流,期待他恪尽职守,积极处理及解决华教多年来所面对的问题,可是副部长却令人大失所望。在多项华教课题上,不但没有诚意进行磋商及寻求可行性解决方案,反而为错误的措施辩护,态度“反复无常”,甚至做出挑衅言行,有失身为副部长的身份,同时,企图把华教课题政党政治化,蓄意打压华教组织和华教工作者。例如:

(一)      几十年来华小师资严重短缺至今都没有获得解决,而魏家祥却不断发表误导的言论,来为不公平的措施辩护。

(二)      至今大量不具华文资格教师,仍派到华小执教,而临教问题也没有获得解决,因此严重影响华小师资问题。

(三)      魏家祥在“325华教救亡抗议大会”谎称被打,然后改口说没有被打,诬赖记者杜撰新闻,推卸责任给媒体,企图转移民众视线。

(四)      针对关丹中华中学的批文事件,魏家祥信誓旦旦一再声称这是一所华文独中,可是批文却证实是一所马来文独中。如今又在有关单位要求修改批文的时刻,他却声称,认为教育部回不回函都没有问题,并“指鹿为马”,声称这所批文里的中学是所谓的“华文独中”。这是误导以及愚弄群众的极其不负责任行为。

(五)      魏家祥针对华小董事注册问题表示,“我已回应6次,只要董事会把申请董事注册表格呈交教育局,盖章签收后即自动生效”,可是,如今却发生全国各州申请华小董事注册证石沉大海,并发生如增江北区华小董事会等多所华小董事会遭受篡夺的非法行径等问题。

魏家祥是在教育部处理华教事务的代表,他非但没有设法解决华教问题,反而为他的错误行为和教育部的不公平措施辩护,使问题更加恶化,严重损害华教的利益。他应就这种失信于民的不当言行,引咎辞职。

董总呼吁全国热爱华教的各界人士踊跃出席2012926日上午11时在国会参与“926华教救亡抗议行动”,同时响应签名运动,争取华教权益。

926 Save Chinese Education Campaign” launched by Dong Zong

 

 Chinese education in Malaysia has been encountering numerous long-standing unresolved problems. The situation has deteriorated significantly in recent years due to the emergence of new issues. In view of the seriousness of this state of affairs, Dong Zong held the “325 Rally to Save Chinese Education” on 25 March 2012, in which more than 10,000 people have attended at the Dong Jiao Zong Higher Learning Centre in Kajang. The Rally adopted 4 resolutions including urging the Government to take prompt action to resolve the teacher shortage problem, to review the Education Act and to implement multi-culturalism and plurality in the educational policy.

After awaiting for more than 20 years, the Chinese community in Kuantan and Segamat finally organised the 520 (May 20th) Rally and the 729 (July 29th) Rally respectively demanding the establishment of an independent high school in Kuantan and Segamat. The large turnout of more than 12,000 people at these 2 rallies reflected the urgent need and wishes of the Chinese community pertaining to Chinese education. Besides, the Chinese primary schools’ board of directors have been facing difficulty in getting themselves registered. In some schools, serious erosion or even usurpation of authority of the board of directors happened.

A memorandum entitled “The Stands and Demands of the 7 Chinese Associations on Educational Issues” dated 8 August 2012 was submitted to the Prime Minister Dato’ Sri Mohd Najib Tun Abdul Razak. The memorandum raised 15 issues and 49 demands urging the Government to resolve problems currently faced by Chinese education as well as to grant fair and equitable treatment to the establishment and development of Chinese education.

 The primary objective of Dong Zong in launching this “926 Save Chinese Education Campaign” is to submit a petition urging the Prime Minister Dato’ Sri Mohd Najib Tun Abdul Razak to address and resolve problems currently faced by Chinese education.

 Since the appointment of Datuk Dr Wee Ka Siong as the Deputy Minister of Education, Dong Zong has been actively interacting with him hoping that he will carry out his duty conscientiously and will help resolve some of the long-standing problems faced by the Chinese education. However, the Deputy Minister proved to be a great disappointment to us. On many Chinese education issues, not only did he fail to show his sincerity in discussing with us and finding solution to the problems, but he had also tried to defend his wrongdoing. Being flip-flop in attitude, he even attempted to be provocative which was clearly unbecoming of a Deputy Minister. Dr Wee also tried to politicize the education issue and deliberately suppressed the Chinese educational organizations and the Chinese education activists. For instance,

1. Although Chinese primary schools had badly hit by a serious shortage of teachers for decades and no solution has been found thus far, Dr Wee continues to make misleading statements to defend the unfair practices of the authorities.

2. A large number of teachers without Chinese qualifications are still being sent to the Chinese primary schools while problems of temporary teachers remain unresolved. This has aggravated the teacher shortage problem in Chinese primary schools.

3. Dr Wee wildly alleged that he was assaulted at the 325 Rally but later changed his story to say he was never assaulted. He then laid the blame on media for purposes of diverting attention from his own responsibility.

4. Dr Wee alleged that the newly approved Sekolah Menengah Chong Hwa Kuantan was a Chinese independent high school whereas the approval letter clearly showed that it was a private Malay school. When the applicant requested amendments to the wordings of the approval letter, Dr Wee said it was immaterial whether or not the Education Ministry should reply to the request. This is highly misleading and irresponsible.

5. On the issue of registration of the Chinese primary schools’ board of directors, Dr Wee said: “I have responded six times. Just submit your application form to the District Education Office, the registration will automatically be deemed valid upon acknowledgement of receipt of the application form by the officer”. However, incidents continue to happen in many Chinese primary schools where the application for registration of the school board of directors received no acknowledgement from the District Education Office. More so, usurpation of authority of the board of directors took place in many schools including SJK(C) Jinjang Utara, Kuala Lumpur.

 In the Education Ministry, Dr Wee is entrusted with the duty of handling matters relating to Chinese education. Not only has he failed to resolve the Chinese education issues, he has even exacerbated the problems and seriously jeopardized the interest of Chinese education. His serious breach of duty warrants his resignation from his post as Deputy Education Minister.

 Dong Zong appeals to all Malaysian who support Chinese education to be present outside the Parliament House at 11am on 26 Sep 2012 to participate the “926 Save Chinese Education Campaign” as well as to take part in the signature campaign in order to strive for the interest of Chinese education.
