编者按语：
在董总纷争中，傅振荃分裂夺权派自称多数，在主流媒体的配合炒作下，让华社眼花缭乱，难免受骗。董总主席叶新田在多次大型华教救亡汇报会上，例如“5·31”直至“9·13”大集会的演讲中，都曾涉及“谁才是真正多数”的内容。新近，叶主席在接受媒体（主要是英文媒体）采访时，较集中论述了相关内容，特此录下全文（英文述评随附），以飨读者。
谁才是真正的多数？

反对《教育大蓝图》内不利于母语教育发展的条文、政策和措施的百万签名运动
2013年在吉隆坡中国华文小学召开了“7·28”华团大会，当时有1千1百个华团的2千名代表，决定开展百万签名运动及向联合国呈交抗议书，后续工作由本人领导的董总跟进。
此后经过了将近2年的努力，2015年本人于吉隆坡天后宫举办的“5·31”华教救亡大集会上，宣告在2千8百多个华团及将近百万热爱华教人士的支持下，反对《教育大蓝图》的百万签名运动，第一个阶段胜利结束。这是华教抗争运动史无前例的壮举！
大集会上也进一步宣布，董总将把这2千8百多个华团以及将近百万名联署的心声和意愿凝聚为备忘录，呈交马来西亚首相、教育部及全体国会议员，要求我国政府重视这百万人的反对声音，立即采取行动，检讨及修订《教育大蓝图》内各种不利于母语教育发展的条文、政策和措施。同时也要向联合国提呈对《教育大蓝图》歧视及压制母语教育的申诉，希望联合国教科文组织及人权理事会能够关注这种情况，并采取正义的立场与行动，制止马来西亚继续推行单元主义的教育政策。(见附录1)
5月31日在吉隆坡天后宫举行的这场反对《教育大蓝图》的汇报会，成为一个新的起点，促成全国人民今后继续关注及监督政府是否有真正的去检讨及修订《教育大蓝图》内不利于母语教育的政策或条文。
事实胜于雄辩，当时董总站在反对《教育大蓝图》的华教抗争运动的前线，得到百万人签名支持，近3千个华团联署，正义的呼声响遍全马13州，传达联合国，是名副其实的众望所归！
2．各地聚会支持叶邹领导
自从傅-陈-刘进行分裂夺权以来，各地的抗议行动此起彼伏，从未间断；各地支持叶邹领导董总而举行的汇报聚会或宴会，其中千人以上大型的（以“阳光行动”命名），就有
——
2.1 “5·31”华教救亡大集会（阳光行动）
日期：2015年5月31日下午1时开始；地点：吉隆坡天后宫。这是华教运动的一个新起点，5千名出席者一致通过两项议决案：
（a） 坚决反对《2013-2025年教育大蓝图》内不利于母语教育的政策与措施；将华教救亡运动进行到底！
（b） 捍卫华教，维护董总；抗议政党操控董总及危害华教！
2.2 “6·28”捍卫华教千人宴 (阳光行动2)
日期：2015年6月28日午间开始；地点：柔佛士古来；主题：士古来凤凰友好联谊会9周年暨柔南捍卫母语教育工委会2周年庆，举办捍卫华教千人宴。
主办当局宣布，此项宴会吸引超过1千来宾，是为“5·31”阳光行动的后续。
2.3 “深植华社 归真董总”董总事件真相汇报千人宴 (阳光行动3)
日期：2015年7月3日晚间举行；地点：砂拉越古晋皇冠广场天阁酒家。
此项千人宴的特点是：一大批热心华教义士以及不同政见的政坛元老，都在宴会上为董总主席叶新田与署理主席邹寿汉筹募法律基金。据悉，扣除费用后，共筹得RM53,119.15义款。
2.4 “7·26”华教救亡千人宴 (阳光行动4)
日期：2015年7月26日下午1时开宴；地点：柔佛峇株巴辖海景宴宾楼。
据主办当局峇株巴辖县爱护华教工委会宣布，共获得1千500人到场。宴会上一致通过12项议案，包括严厉谴责傅派董总主席陈大锦与秘书长傅振荃蓄意炮製“双包董总”，並导致社团註册局发出將吊销董总註册、接管董总、冻结资產及统考的警告。
散会后，有百多网民步行到宴会楼对面的陈大锦工作处外面，拉起抗议与谴责巨幅布条。
2.5 “9·13”捍卫华教汇报千人宴 (阳光行动5)
日期：2015年9月13日午间举行；地点：吉隆坡中国华小大礼堂。
宴开140席，爆满。席间叶新田主席高度赞扬全马各地的爱华联合会、华教工作者、华校生协会、家教协会、校友会、老友会、阳光群体、草根网民等等组织机构，为华教救亡，有一分热，发一分光，足以反映众志成城，不畏强权的气概。他呼吁指出，华教抗争运动绝不能停息！
为了表达支持叶邹领导，“阳光行动”主席陈国光上台呈交此次千人宴会所筹募的21万义款，气氛火热。
只要放眼社会看真相，不难理解董总众望所归，“叶邹两老”深得民心；反观傅振荃满口高喊他们占多数，人在哪里？
3．傅派所谓占多数是个伪命题
按照董总章程，第29届中央委员会任期是从2013-2017年，在2017改选前，2016年及2017年各州将举行各自的常年大会（AGM），选出州代表出席2017年的董总常年代表大会，并选出常务州，之后才进行复选，成立2017年7月至2021年的第30届董总中央及常务委员会。傅振荃、刘利民、陈大锦集团罔顾董总章程，在2015年便炮制出所谓第30届（2015-2019）的中央委员，可说是违章违法，假如也能让它过关，马来西亚的法制将置于何处？
实际上，傅派从2015年6月10日到8月23日一共炮制了4份中央委员会名单。6月10日，董总主席是“陈大锦”，8月23日主席却是“刘利民”，呈上雪州注册局之后，便欺骗华社说他们经受到承认和祝福，我们不禁要问，雪州注册局难道承认了两位董总新主席吗？（见附录2）
众所周知，尊重章程是每个社团的成员所必需履行的职责。因为一个社团的章程便是该社团大多数人所定下来的。傅派不尊重章程，奢谈民主和“少数服从多数”，只能是笑柄！
就算我们不谈叶邹获得社会的广泛拥护，董总2013年应届通过民主程序选出来的董总中委、常委，既符合章程，又受高庭确认，叶邹是合法的董总主席及署理主席，他们在合法常委会15名成员之中拥有9名，在合法的中委会32名成员之中占有19名，难道这不就是既合法又民主的多数吗？
反观傅派，用非法中委名单召开非法会议，非法设立伪中委，伪常委，坐地分赃，自立为王。请问，这种“人多势大”，合法吗？民主吗？谁都知道，不法之徒凑在一起，人数再多（其实傅派来来去去就不到20人），也是不法之徒！叶派所谓他们占多数，是个伪命题！
我们反对不顾法纪、不顾章程，只要拉帮结派，所谓“人多势众”就可以为所欲为，这是强权霸道的不文明行为。尤其，在多元国度的马来西亚，我们华族、华教都属于少数，假如踢开宪法、正义以及少数民族应有的权利不顾，大喊大叫只要“人多势众”就是真理，请问，华族、华教如何生存？

以傅振荃为头头的分裂夺权团伙，对于董总领导层的选举，简直像走马灯一般变换。不仅让华社眼花缭乱，更特意为社团注册局吊销董总注册提供理由和方便。报章资料显示，从今年6月10日至8月23日的短短两个半月内，傅振荃团伙炮制了4份不同的董总名单，如下 ——

6月10日，他们在违背法庭谕令下，非法开会选举了所谓“第29届董总中央常务委员会”，报上登载的名单是：

6月14日，董总署理主席邹寿汉代替生病住院的叶新田，依庭令召开中央委员会，因出席者仅有14人，未达法定的17人数而宣告流会。傅振荃一伙随即以暴力致伤邹寿汉之后，又非法继续纠集，坐地分赃，自立山寨。宣布成立所谓“第29届董总中央常务委员会”，名单如下：

7月11日粉墨登场的伪董总主席陈大锦，暗示他们有了一份所谓“第29届董总中央委员会”名单，7月23日他在吉打董联会就职典礼上对此加以证实。
这之前，傅振荃在7月5日向报界坚称，以陈大锦为首的董总中央已获雪州社团注册局承认及有法定地位。但其名单为何，闭口不谈。

8月21日，吉隆坡高等法庭司法专员介入即将于8月26日开庭审理董总两造的原有案件，准予5州董联会成员发函召开“8·23”之特大，而董总主席叶新田对这项召开“8·23”特大之禁令则被驳回，决定进行上诉。
必须指出，依法理，叶新田的禁令被驳回，不等于“8·23”董总特大的合法性是不可挑战的。其实，由5州董联会成员擅自发函召开的所谓“8·23”董总特大，是违章非法、极具误导性的。根据章程，新一届(第30届)董总选举必须落在选举年（2017年）；章程5.2.1也规定，而在2016年至2017年6月，首先要选出6个中委州的每州3名代表，以及7个非中委州的每州1名代表，组成中央委员会，方准进行复选第30届中央。上述所谓“8·23”特大，视章程规定为无物，自行拉拢代表出席。例如，章程规定的州代表共有65名，而这次出席的45名所谓“州代表”之中，竟有22名是没有经过有关州董联会讨论及委任者，十分荒唐。
据报载，“8·23”董总特大产生的是反常的所谓新一届董总，即“第30届（2015-2019年）董总中央委员会”，名单如下：

由上可见，傅振荃一伙把董总选举，视同儿戏，任意炮制，任意玩弄。董总如今被这批人霸占了，真是华社与华教的大不幸！

WHO IS REALLY HAVING THE MAJORITY ?
The reasons why Yap and Chow gained mass support
1. The million signature exercise
for Protesting the unfavourable measures and policies against Chinese mother
tongue Education in the Education Blueprint (2013~2025)
2,000 representatives from
1,100 Chinese associations gathered at the “7.28” Chinese Association
Conference at SJKC Chung Kwo in 2013 resolved that “To embark a million
signatures exercise and to submit letter of protest to the United Nations, and
Dong Zong, led by Yap Sin Tian then, shall enforce the resolution.
After 2 years of effort,
Chairman Yap Sin Tian announced in 2015 at the “5.31” Saving Chinese Education
gathering at Tien Hou Temple Kuala Lumpur that the first stage of the million
signature protesting against the Education Blueprint has been successfully
completed with the support from more than 2.800 Chinese Associations and around
1,000,000 individuals who love and support Chinese Education. That was the
Greatest event in the history of Chinese Education Movement.
Chairman Yap Sin Tian further
announced that Dong Zong shall compile the will and wishes of these 2.800
Chinese Associations and those near million individuals in a memorandum to
submit to the Prime Minister of Malaysia, Ministry of Education and all members
of Parliament, to request the government to note the Objection from this
million individuals and to take remedial actions in reviewing and revising
those unfavourable clauses against Chinese mother tongue Education in the
Education Blueprint (2013 ~2025) (Appendix 1). At the same time we shall appeal
to the United Nation on the discrimination and marginalisation to the Chinese
mother tongue Education in the said Blueprint hoping that UNESCO and UN HUMAN
RIGHTS COUNCIL will pay due attention to this situation and take proper action
to Stop the Malaysian Government from carrying out single stream education
policy.
The briefing convention in
“5.31” Tien Hou Temple Kuala Lumpur on 31st May mentioned above
became a new starting point awaking the grass roots nationwide in monitoring and
watching closely whether the Malaysian Government has sincerely taken actions
to ratify those unfavourable clauses, in the said blueprint, against Chinese
Education.
The fact is, Yap and Chow bringing
Dong Zong to the frontline in Chinese Education movement against the Education
Blueprint (2013~2025) from Malaysian Government received one million
(1,000,000) signatures from individuals and near 3,000 Chinese Association
support showing that the Voice Of Justice has reached Malaysia countrywide and
the UN, this is the REAL MAJORITY.

Open declaration of support to Dr.
Yap and Mr.Chow in Gathering in various locations
Since Poh Chin Chuan-Tan tai Kim-Lau Lee
Ming started the power seizure fights protests started from various places.
Local folks in various places organized gathering and briefing sessions to
publicize their support to Yap and Chow, among those gatherings with attendance
exceeding 1,000 persons (named as Sunshine Movement) are;

5,000 attendance and has become a new starting point
for Chinese Education Movement. It was resolved that
a)
Firmly
object to the rules and regulations unfavourable to Chinese Education in the 《2013~2025 Education Blue Print 》and shall continue the movement as long as necessary.
b)
To
protect Chinese Education, To safeguard Dong Zong , Protest against political
parties maneuvering Dong Zong while endangering Chinese Education.
2.2 “6.28”
Protect Chinese Education Lunch gathering (Sunshine
Movement 2)
Date: 28.06.2015 12:00 noon. Venue: Skudai Johore.
Theme: The 9th
Anniversary of Skudai Feng Hwang Frienship liaison Committee and South Johore
Mother Tongue Protection working Committee 2nd Anniversary
Celebration.
The organisers announced an
attendance exceeding 1,000 persons, it was a follow up of the 5.31 Sunshine
Movement.
2.3 “Deep rooting supporting spirit in Chinese
Community, Re-instating Dong Zong” briefing dinner to expound to the public
happenings in Dong Zong (Sunshine
Movement 3)
Date: 03.07.2015 evening . Venue: Tian Ge
Restaurant , Crown Square, Kuching Sarawak.
The Highlight of the event was
that Chinese Educationist Groups and politician veterans with diverted views gathered
together and raised funds to support Dong Zong Chairman Yap Sin Tian and Deputy
Chairman Chow Siew Hon’s expenses in legal suits. It was reported that the fund
raised was RM53,119.15 net after deducting expenses.
2.4 “7.26” Save Chinese Education Gathering (Sunshine Movement 4)
Date: 26.07.2015 1:00 p.m. . Venue: Sea View Hotel, Batu Pahat Johore.
The organiser reported that the attendance
was 1,500, and the convebtion resoved 12
resolutions including condemning Poh’s faction in creating a Double Dong Zong
inducing the issuance of a “Show cause letter” from the ROS threatening to
revoke the license of Dong Zong, taking over control of Dong Zong, and freezing
Dong Zong’s properties, and freezing UEC Examination.
After the gathering ,
approximately 100 persons walked over to Tan Tai Kim’s office which was just opposite
to the venue, to protest and condemn his actions.

“9.13”
Protect Chinese Education Gathering Lunch (Sunshine
Movement 5)
Date: 13.09.2015 noon time. . Venue: SJKC Chung Kwo Hall, Kuala Lumpur
The Hall could only accommodate
140 tables but the turnout was overcrowding . Yap Sin Tian praised tne
associations and those who have involved themselves in protecting Chinese
Education for their support and efforts, and further stressed that this
movement cannot be stopped.
The Chairman of the Sunshine
Movement, Mr. Tan Keh Kong, handed over the cash raised in-situ (during the
lunch) amounting to RM21,000.00 to signify the support from the crowd.
Looking around, we can notice that
Yap Sin Tian has gained support from all walks of life comparing to the self
declaring majority by Poh’s faction where we fail to find any mass support !
3. CLAIM FOR HAVING MAJORITY BY POH’S FACTION IS FALSE
Pursuant to Dong Zong constitution the 29th
session of office bearers is from 2013-2017, before the 2017 re-election,
each individual state shall hold an AGM in 2016 or 2017 to appoint one (1)
representative to present in Dong Zong’s AGM in 2017. Subsequent to the
establishment of the CWC states the re-election proper shall then carried out
to establish the 30th Session of Dong Zong office bearers for CC and
CWC. The Poh faction has contravened every single rule of the Constitution to
establish the so called 30th Session of Dong Zong CC, the above act
shall be classified as illegal and the Malaysia’s Legal System shall be irrelevant
if Poh faction is not checked.
The Poh faction has created 4 sets of Dong Zong’s CC Office
bearers in the short span of time between 10-06-2015 and 23-08-2015 where the
latest list was headed by Lau Li Ming, and they deceived the Chinese Community
in claiming that the new list has been accepted by the Selangor ROS and was
blessed upon submission (reference to appendix 2). We wonder whether Selangor
ROS has accepted two (2) Chairmen ? It is evident that Poh’s statements are
totally lies.
It is a general knowledge that every member of an
association must uphold and be abided by the Constitution of the relevant
society because the Constitution is the common code of conduct resolved by the
majority. The Poh faction’s action in trampling the constitution is an open act
of disrespect and they are not entitled to declare having the majority and it
is a mockery to Democracy.
Setting aside that Dr. Yap And Mr.Chow having
overwhelming support from Chinese Community, Dong Zong established the CC and
CWC 2013 Session via democratic processes adhering to the Constitution and
legal, the High Court accepted that they
are the Chairman and Deputy Chairman proper. They have 9 out of 15 CWC and 19
out of 32 in The legalized CWC and CC. Is this not legal and democratic ?
On the contrary Poh faction convened illegal CC
meeting using illegal CC members, illegally forming fake CC and fake CWC,
embezzle and annex Dong Zong, self proclaiming as rulers. Is this manner of
engaging motley crew in achieving objective legal ? democratic ? Everybody
knows no matter how big a crowd of criminals is, it remains as criminal. (In
fact the Poh faction is a group of 20 individuals at the most), declaring
having a majority is undoubtedly a false claim.
We object to any form of disrespect of law and
discipline, cheating and deceiving, clique formation, self proclaiming majority
and doing whatsoever at whims and fancy, we regard this as act of brutality and
non-civilised.
